Legal in every state. The rules govern how, not whether.

Yes. Tracking vehicles your business owns is lawful in every state. The statutes govern how you do it, not whether you can.

Nearly every state law here turns on who owns the vehicle. Tracking an asset the business owns or leases is safe ground almost everywhere. Fitting a device to a worker's personal car is where the criminal provisions start. Consent does not always cure that.

Tell drivers in writing before tracking begins and keep the acknowledgment. That single step is what most disputes turn on.

California and New York get named as the strict ones, though the detail is more specific than that shorthand. California's Penal Code §637.7 exempts a vehicle's registered owner, so a company tracking its own fleet sits outside it. New York's notice statute names telephone, email and internet monitoring rather than location. Attorneys still advise treating GPS notice as required. Connecticut does require prior written notice of electronic monitoring, aimed squarely at employers.

Separately, drivers who must keep records of duty status may need an Electronic Logging Device under the FMCSA mandate. That is a different obligation from fleet tracking and worth checking against your own operation.
