Real-time fleet tracking means seeing where every vehicle is on a live map. Position refreshes every few seconds rather than every few minutes. The gap between those two update rates is the whole difference between reacting and reporting.

Tracking vehicles your business owns is lawful in all 50 states. The rules that matter are about notice, and about whose vehicle it is.
That single distinction resolves most of the confusion. A few specifics are worth getting right, because drafts of this advice routinely overstate them.

California does not ban tracking your own fleet
Penal Code 637.7 makes it a misdemeanor to track a person electronically. The vehicle's registered owner, lessor or lessee is exempt. A company tracking its own trucks sits inside that exemption.

Texas turns on ownership too
Penal Code 16.06 covers installing a tracking device on a vehicle owned or leased by another person. Doing that without consent is an offense. Company-owned vehicles fall outside it.

New Jersey is the one written about vehicles
N.J.S.A. 34:6B-22 requires written notice before an employer knowingly uses a tracking device in a vehicle an employee uses. The rule covers company vehicles and the employee's own car alike.

New York, Connecticut and Delaware are narrower than they look
Their electronic-monitoring notice statutes are written for telephone, email and internet. Whether vehicle GPS falls inside them is unsettled, and employment attorneys advise treating notice as required anyway.

A take-home vehicle used for personal trips is different. Written consent becomes the defensible standard there, whatever the statute says about company assets.

If you run commercial motor vehicles you are likely on Electronic Logging Devices already. Those carry location data and must meet FMCSA standards.
